IT Technical Project Analyst

This position is to support an interagency initiative to share information between VA and DoD case management programs that provide services to the most seriously ill and injured Service Members and Veterans. The goal of the initiative is to make authoritative data accessible across multiple programs and systems to improve case management personnel’s ability to deliver integrated care.

The role is for an IT Technical Project Analyst with technical expertise to coordinate the efforts of IT teams across VA and DoD’s participating programs and systems. Examples of responsibilities include: developing project plans and all related project artifacts (such as an integrated master schedule for the participating program system development); communication of project technical details to non-technical executive stakeholders; reporting on project status to multiple stakeholders; supporting the architectural design and information exchange activities involving policy constraints, system, data and network architectures; requirements iteration; and technical implementation recommendations.

General Requirements

  • Minimum Education: bachelor's degree
  • 5-10 years of IT project experience in the federal government
  • Experience working with government IT programs required
  • Department of Veterans Affairs and/or DoD experience is preferred
  • Strong written and verbal communication skills
  • Ability to interact well with various personalities in diverse organizational cultures
  • PMP certification preferred

Primary Duties and Responsibilities

  • Define project technical scope and deliverables that support business goals in collaboration with executive leadership, government managers, participating programs, and key stakeholders
  • Liaise with project stakeholders on an ongoing basis and effectively communicate project expectations to IT teams and stakeholders in a timely and clear fashion
  • Develop project plan and the integrated master schedule incorporating input from participating programs
  • Manage the identification of project risks and development of mitigation strategies
  • Analyze federal government regulations and mandates as they pertain to the project and the implementation of project strategies
  • Estimate the resources and participants needed to achieve project goals, draft and submit budget proposals, and recommend subsequent budget changes where necessary
  • Set and continually manage project expectations with IT teams and business stakeholders
  • Identify and resolve issues and conflicts across the participating IT project teams
  • Proactively manage changes in project scope, identify potential crises, and devise contingency plans
  • Define and solicit concurrence for project success criteria throughout project life cycle
  • Build, develop, and grow any business relationships vital to the success of the project
